If you don't exactly hit the keys in the right places in your track, It can make an educated guess and automatically move the notes where they need to be. Gives you more of a groove kind of feel. Of course this only works if you are fairly close and you have the resolution set up correctly for the quantizer. If either of these is not true, you will get some interesting results (mostly bad). I've actually written songs where I messed up with the quantizer by accident and just happened to like what I got.
Cubase can quantize during recording or it can be applied after recording I think. I usually don't use it in Cubase because most of my MIDI is done in Reason. Sorry I can't be of more help.
