Help! Static with SonarX1 and Delta1010LT

I recently bought a new computer, a Gateway with 1TB hard drive, 8GB mem, 550 processor, which has Windows 7. Took the opportunity to upgrade from Sonor 4PE to Sonar X1PE and had my Delta 1010Lt transferred into my new computer. Because we deal with "dirty power" up here in the high desert, I also bought a Furman power conditioner.
A new problem has emerged - static noise when recording vocal, not constant, only when speaking or singing; disturbs clarity, like a bad cord.
Problem solving steps taken so far:
Shut off all non-essential power in studio, cell phones, lifted all cords off floor, went through 4 different mics I had, checked cords, bought new condenser mic with phantom power and Oxygen shield cord, have spent 3 days on phone with techs from Sweetwater (they are awesome) and have followed many of their suggestions such as Optimizing Wind 7, installed updates for Sonar X1, Wind 7 SP1, update driver for Delta.

The static problem persists. At this point I am clueless and would be grateful for any suggestions.

Is the static actually in the recording? Do you hear it in both your headphones and monitors?

Try rolling back your drivers to a prior version. That's what stopped my Deltas from crackling.
