Well, I purchased a non powered mixer 12 channel with pre 4 pre amped mic channels. If I purchased another powered mixer could I connect this mixer up to it so that the powered mixer would act like a power amp?

Yup. Stereo outs to line ins of the powered mixer.

Yes, what you'll be doing is setting up a sub-mix . Let's say you've got all your drums running through one mixer, and the sterio outs of that going into channels, say 1(L) & 2(R) of the other(main) mixer . You now will have a submix of the drums on channels 1 and 2 of the other mixer . Make sure you have all your parameters set the way you like them on the sub-mix-mixer, as you'll be reducing the lot of them down to the two channels of the main mix .

Edit: Cheers Colonel ! : )

Let's go sailing....

I'm a fan of powered speakers - like Mackie SRM-50 (we have 6 of them). They keep you from needing a separate power amp (or powered board in your case.)

Our percussionist and drummer play through a separate non-powered board and send us their main outs like was described above.

Personally, I think you're better off just buying a power amp.

A cool way to interface two mixers instead of wasting channel 1 and 2 of the second mixer, is to send the L/R output of mixer 1, in to the FX returns of Mixer 2, this way, youll be saving 2 channels and preamps if such is the case, and also maintining signal integrity because you wont be adding the preamp, eq, and fader into the signal chain, only the return pot. Just be sure that your Returns include a pan pot or you'll be listening in mono.
Some mixers like the behringer MX9000 include a chaining output to link two mixers.
