Pro tools 6.4 midi beat clock issue

I am having an issue with Mac OSX ProTools 6.4/Digi 002 Rack, and line 6 studio modelers. Through midi beat clock, my studio modelers are not locking in steady. I am getting tempos varying +/- 5bpm. Has anybody else had this issue? Any suggestions? I have tried any and all midi channels. Also, I sync my line 6 modelers through midi when playing live through my drummer's drum machine that he uses for click, and they hold steady. So it leads me to believe that the issue is with the 002 rack or pro tools. Also, my modelers are following patch changes as well, so i know that they are communicating...

you need a master clock, in your case i'd use protools for the master, then set all other devices as slave.

yeah, that is how it is set. protools is master. midi beat sync is output, into line 6. line 6 is 'listening, but jumping around a little bit... +/- 5bpm. causing the timed effects to not be tight. now when i sync my line 6 up live through a boss drum machine's midi out. it runs steady. it isn't a master/slave issue, i am pretty sure. any other suggestions?
