Re'an RPM48S 48-Point Balanced Patchbay

Hi my school has 2 of these that were sitting around not being used, so i decided to try and integrate them into the system.

heres the thing, i'm looking at the circuit boards and heres the thing about them:

A: all slots only have one jack on the back side
B: none of the back jacks are connected
C: 5 slots have no jumpers and the rest have 2
D: slots 1-7 and 21-23 have pigtails of wire coming off of them 8-12, 19 and 20 have one, and 13 through 18 have none (being the ones with no jumpers)

if i remove all the jumpers and solder in cables like they appear on the cards with 2 pigtails, will this be the de normaled setup i am looking for?
