I am planning on buying a POD X3 Live... I was wondering if the mic input has phantom power??? (I am assuming that I need phantom power for my condenser mic)... I went to their site and looked at the manual but there is no detail.

I don't believe that it has phantom power. The X3 Pro rackmount does however. I think the idea of the live unit is to run a dynamic like a 58 for live performance. The X3 Pro is more for studio applications and therefore would be used with condensers.

I tune down down...

Yeap. What BH said. It doesn't. But, little Phantom Power boxes are easy to make.

Do I have to buy a mic preamp with phantom power, and connect it in front of the POD x3 live in order to get a condenser mic to work when recording vocals at home?

Yes, or you can build one from a kit. A bit cheaper and not to hard to do.

And you really only need phantom power as the X3 should have pre amp emulation's in it already.
