Our hot tubs (where I work) use some sort of transponder which makes the shell of the tub like a speaker but the transponders itself are kept dry. I would think that the opposite could be done to make a mic.

A 57 (or the like) in a waterproof container will do it. Just drill a hole for the cable and use hot glue to seal the hole. Also hot glue around the lid. It ain't perfect, but you'll get some sound!

A PZM would pick up hemispherically using the outside of the tub as the boundary, no?

The one Herb found is one of the cheaper ones. But indeed it can be done on the cheap by using a ziplock baggy and the hotglue method. I would find a real cheapy though for doing it.
