it's tough to tell what the logic is behind it, though. i know there are places in canada, denmark, and other socialist democratic countries where heroin addicts can go shoot up safely...perhaps that's the point behind it. maybe it's there so that the drunks feel like they can party at "home" as opposed to driving around, causing accidents. it says that they'll have access to treatment. so maybe it'll give an easier ride to alcoholics who love being alcoholics, but it also might actually have positive containment factors going on too.

i'm just playing devil's advocate. it's hard to tell if the idea has any merit, with the way ken schram is presenting it. it would be interesting to see what kind of research backs this up or what exactly the experiment is supposed to accomplish.
