Upgraded Yahoo JavaScript Library

Many of the interactive components of the HRC web site is driven by the Yahoo YUI javascript library. Things such as the drop down menus, tabbed interfaces and the like.

For a long time I have been running them remotely from Yahoo's service. Today, I installed the most recent 2.x version on HRC's server and am now serving these components locally.

I am unsure if this will be completely transparent to the user or if you may notice quicker rendering or less compatibility issues, I just know it was something I have been meaning to do for a long time.

EDIT 12:21 CST: I also just fixed the IE8 compatibility mode problem it seems, currently the biggest problem is a login issue on IE8 (figures...pfffft).
