I found this website the other day when I ran across a web page that I wanted to read but didn't know what language it was in:

www.faganfinder.com/translate/identify.php

It agrees that it's Turkish.

as for translating it, I'm not having any luck with the online translators.

Some of the characters might not be displayed correctly as Turkish uses different character set than your standard Latin character set.
