Can I have a delta 44 AND a 1010 running together for the total of a 12 analog inputs?

I'm pretty sure you can if you put each one in its own seperate pci slot.

yes, yes you can.

Although generally speaking it's a good idea to sync different soundcards together using an SPDIF connection - but the 44 does not have one.

M-Audio makes it so the cards will lock together via the app he uses. Set the 1010 as master and then the 44 will sync to the 1010's clock. I have set up several systems this way and they all clocked just dandy without a snag.
