Fostex X-26 Multitracker buzzing noise problem

I have a problem with my Fostex X-26 Multitracker. It is a basic 4 track cassette recorder. What I am getting, is a terrible hum overtone. It happens as soon as I turn the machine on without playing a tape or putting a tape in it. I can hear the hum loud and clear through both the headphone jack and the monitor jacks. I opened it up and looked at the part that reads the tape, and saw that all of the wires were connected securely, and all of the solder points on it look fine. I then looked elsewhere for the problem, and I saw that you could unhook the level meter board from the main board. I did that, and the humming sound went away. I could play my tape like normal, and it sounded much better. I then looked at all of the solder points on the level meter board, and they all looked fine. After that I looked at the connections on the bottom of the board and everything seemed fine. I am confused as to why the level meters cause this awful noise. I don't think I need the level meters for recording on it, but they are nice to have. If there is some type of fix or replacement, please let me know.

I would think getting rid of the level meters would be unfortunate. I wouldn't want to do that...but, maybe the wires involved are old and need to be replaced...random thought.

I recorded some without them last night and it sounded better than I expected. My only fear, is I might accidentally overdub something by mistake, since I can't actually see which tracks are being played. Maybe I can pick up a broken one on eBay and steal the level meter board out of it, and see if I can install it in mine. I would hope that could solve the problem. It might just be humming because of old wires coming from that meter board, or there might be something burned up on the board that I am unaware of.

Hmm, I don't know about this either. Another random (probably baseless) thought is if those meters should be grounded somehow....

Sometimes we make do in imperfect situations and still do really well with it. But I'm sure it would be nicer to have the level meters.
