Is it possible in Sonar6PE to slow the Tempo for drums that have been recorded Audio, not Midi??

In 7 PE it is a much easier routine to do it. But 6 can do it as well as older versions could.

I would create a loop and then the software (mixman I think) would do tempo changes and pitch shifting automatically. Just keep in mind you can only adjust the temp of something so much before it starts to sound odd.
