Alright, I have Adobe Audition 2.0 with a EMU 1820m soundcard.

And I was curious as to how to enable the Audition 2.0 to read external devices, such as a PreAmp, Compressor or a Mixer.

For Example: Record something and use a Mackie Mixer to edit the EQ or Volume on Audition.

I know Audition comes with a Mixer, but I would rather use something external and control things with my hand.

Also, is it possible to use the small pre-amp on the EMU 1820m, to increase the sound if it was already pre-set too low. OR do I have to re-record and set the pre-amp higher?

To use an external device you would have to take the sound out of your PC run it into the mixer and run it back in re-recording it...seems a waste and will likely introduce noise.

I would suggest another option, if you like doing things manually like that would be to get a control surface. They are like a mixer, but they control the mixer in your software with it's hardware interface.
