I haven't seen this particular company before, but have seen others. Basically, it seems like they put together directories, and you have to pay to be seen by people who get the directory (I'm sure they mail to all the big wigs). Only this seems to be an online version. I don't know, I think being involved with this might be a shot in the dark tactic if you really want to be "discovered" by major label type cats.

Yep, I would just consider it spam of a higher level. Someone witha mailing list trying to generate more revinue for their site.
