Problems with Reaper

Hi, I'm new around here so please bear with me on this one.

So I recently downloaded Reaper to try and see if it was what everyone said it was and everything was fine until I tried recording.

When I was start recording the bar goes up to -12dbs but when I press play it's extremely quiet. I've never had this problem before and I don't know how I would fix this in Reaper.

My next issue is that when I record over another track there becomes 2 tracks, usually it records over the last track but in Reaper I get 2 so if anyone knows how to turn it off it would be great.

I also forgot to mention that when I turn on record monitoring there seems to be a delay.

I use a AT2020 and a M-Audio Fast Track if this helps.
