edirol sound care and windows 7 home

hi guys i'm new to this forum and really need some help i am trying to install (toshiba) running windows 7 home premium 64bit , when i just plug the device in, it finds a driver for it but i get a lot of pops and clicks when the computer is accessing the HD as well as no recording option. I was hoping that installing the proper driver of the sound card would help but when i did this the sound became even worse cutting in and out, the sound that is there is distorted, but the recording option became available. how do i make this work properly

i have tried using a usb cable with a core on it
i have tried disabling the Realtek on-board audio driver
i have tried everything i can think of
any ideas what the problem is
i defiantly have the right 64 bit drive for it

and now i am about to take a hammer to it and get a new sound card how ever i remember having a similar problem with a older laptop and a m audio audiophile soundcard i am really getting to the end of tether

please help

What recording software app are you running? Check your buffers and perhaps asio4all will help.

If BeerHunter's suggestions don't work, you may want to buy a USB PCI card instead of spending money on a new sound card and see if that takes care of the snaps and pops. A lot of people running 7 64 have been having the same issue with the USB connections coming off the board. I had the same problems with my Line 6 interface.
