UA-4FX need a mic preamp?

I have my UA-4FX connected to my AKG C3000 condenser mic and when I record into Sonar LE the level is so low I can barely hear it when the input and output knobs are turned up. The signal indicator barely registers even when I sing loudly into the mic. I'm thinking that either the interface's phantom power is weak (defective) or it's natural that the interface cannot power the condenser mic. Anyone have any experience with the interface and a condenser mic? The dynamic mic on the mic in line has lots of volume.
Any help would be welcome. I don't want to go out and buy a preamp if I don't have to.

It should have high enough volume without using a separate pre-amp. It appears only the 2nd mic input is powered is that the one you're using? Is the phantom power light lit?
