Cubase LE is a limited edition that's specifically intended to be bundled with various manufacturers' hardware. It's not a full release of Cubase and I don't think that it's available for retail purchase.
Cubase 5 is Steinberg's current flagship release (well, other than Nuendo, which I'm not even sure they're still supporting). Cubase 5 costs $500 as a stand-alone purchase, and the upgrade from LE4 to version 5 is $400. So that should tell you that there's a lot more to be offered by Cubase 5 than LE4.
