Alright, let's get this straight ("Insert I/O" question)

My understanding is that these are jacks that use a stereo/TRS-type cable to run a single channel mono out to an effects unit or similar, then back to the board, correct? I'm also meant to understand that these can be used as direct outs, most of the time pre-EQ, by plugging a standard 1/4" in only one click, into a soundcard such as a Delta-series card without preamps, correct?

I've just heard conflicting reports and I want to get things straight.

They use a special cable called an insert cable. It's a 1/4" TRS on one end, and two 1/4" TS on the other end. Using this Y-shaped cable, you can plug the TRS into the insert, one end of the TS into the input of, say, a compressor, and the other end of the TS into the output of the compressor. But yes, you're right that the signal leaves the board via the insert, runs out one of the TS, back in the other TS, and back into the board via the TRS.

And yes you can turn it into a direct out by only inserting your cable into the first click.

I use that exact technique to use my Yamaha MG's preamps and send them directly to the inputs of my Delta 44 card.
